Program Analyst

Summary The purpose of the position is to serve as a Program Analyst.
The position is located in Quality Management and is responsible for supporting facility wide performance improvement efforts and initiatives.
The position reports to the Chief of Quality and Patient Safety.
Responsibilities The position is located in Quality Management and Performance Improvement and functions as the Performance Measure Coordinator for the medical center's performance measurement systems.
The incumbent is delegated authority and responsibility for implementation and development of all performance measure requirements developed by the Office of Performance and Quality, The Joint Commission (JC) ORYX Program, the Medical Center Director's Performance Contract, and the Mid South Healthcare Network (VISN 9) respectively.
Major duties for the Program Specialist include (but are not limited to):
The incumbent is recognized as the facility's points of contact and advisor who works collaboratively with various medical center employees to build systems and develop actions, processes, or programs to meet the performance measure systems established goals.
This will require the incumbent to promote a culture of performance improvement as it relates to the performance measurement systems and be extremely proactive and independent in promoting and developing those activities that facilitate positive outcomes.
Performance measurement systems for the medical center include approximately 160 measures that are a part of the VHA Performance Measurement System, the Medical Center Director's Performance Contract, VHA Performance Monitors and The Joint Commission ORYX Program.
The incumbent leads, directs, and assists medical center staff in reviewing performance measure requirements, facilitates processes that lead to performance compliance of the measures, and develops new practices to improve outcomes.
The Performance Measure Coordinator is responsible for reviewing all performance measure outcomes to determine performance improvement priorities.
The incumbent accesses performance measure outcomes from other VA Medical Centers to determine best practices and in doing so presents those best practices to all appropriate individuals for implementation in this Medical Center.
This requires the incumbent to access the various performance measure web sites, review performance outcomes of other medical centers, make contacts at those medical centers and determine what actions would be appropriate for implementation at Lt.

The position has independent responsibility for reviewing, interpreting, and disseminating all information contained in the Performance Measure Technical Manual.
The Performance Measure Technical Manual is the roadmap for implementation related to the performance measures, performance monitors and ORYX measures.
The incumbent develops an action plan that leads to successful implementation of the measures.
Performance measure information is distributed to all appropriate individuals within the medical center annually.

Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2023.
Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-9.
The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
experience creating standardized weekly/monthly templates for Access Reporting; experience using analytical techniques and clinical applications development techniques as it relates to health informatics; utilizing various databases and software systems to analyze information and make reports; communicating both orally and in writing; researching patient data across multiple applications to resolve discrepancies and/or improve workflow; skilled in applying analytical and evaluative techniques to issues or problems; experience using clinical health informatics software; designing, developing, and summarizing findings from multiple databases regarding business and clinical operations; data analysis, and healthcare analysis report preparation and development.
