The incumbent develops technical skills in environmental sanitation, textile care management, integrated pest management, waste management, and other related functions. Incumbent is required to perform the full range of duties to include training subordinates, coordinating time/motion studies and accomplishing routine reassignment of a fixed staff with unusual workloads. Adaptability and flexibility are essential in this position. The incumbent must be accurate in reports so that the Chief, EMS may rely with confidence on the information provided. Incumbent is knowledgeable of the policies of EMS to effectively anticipate needs of the service and is able to perform independently within the scope of policies and guidelines set forth by the service chief and the health care facility. Incumbent must have the ability to communicate effectively both orally and in writing with all levels of staff personnel. Sufficient academic and administrative training is required to understand complex and written instructions, policies, environmental laws and regulations from such organizations as the Department of Veterans Affairs, Occupational Safety and Health Administration, Joint Commission, Environmental Protection Agency, etc. Incumbent must exercise a high degree of judgment in planning quality control measures, work schedules, production standards, and cleaning frequencies for the health care facility. First Line Supervisory Duties The incumbent provides technical expertise and administrative supervision to assigned EMS Supervisors, delegating authority and holding them responsible for the performance of their duties:
11 Housekeeping Aid Supervisors, WS-3566-02, 1 Medical Supply Technician Supervisor (Equipment Processing Center) GS 7, 0622 1 Laundry Worker Supervisor (Textile Care), WS-7304-03. The Incumbent oversees daily operation of EMS, ensures that policies and/or priorities are being followed. Develops plans and procedures to achieve EMS program goals, monitoring effectiveness and efficiency of operations within guidelines, and making adjustments as necessary. Develops performance standards; and evaluates work performances of all supervisor's assigned to EMS. The incumbent serves the department to give advice, counsel, and instruction to subordinates on both work and administrative matters. The incumbent hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor and/ or upper management; in matters of minor disciplinary measures (warnings, reprimands, recommendations of action in more serious cases). The incumbent interviews candidates for positions within the EMS; recommends appointments, promotions, and reassignments to unit Communicates VA, VISN and facility policies and priorities to supervisors, ensuring the entire department is made aware. A one-year Supervisory/Managerial probationary period may be required. Work Schedule:

Experience:
Applicants must have one (1) year of specialized experience to at least the next lower grade (GS-7) that includes:
Examples of specific specialized experience include but not limited to; experience as an environmental services supervisor, housekeeping manager or supervised other work which would provide a comprehensive knowledge of various housekeeping programs such as sanitation procedures, textile linen operations, pest control, Occupational Safety and Health Administration (OSHA), Joint Commission (JC), American Hospital Association (AHA) and Environmental Protection Agency (EPA) laws pertaining to environmental management, policies, directives, and procedures, and methods for enforcing them. OR Substitution of Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. If related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE:

Physical Requirements:
Incumbent walks throughout the medical center. Will be trained in all aspects of Environmental Management Service which requires stooping, bending, walking, lifting, twisting. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
