LEAD OFFER-IN-COMPROMISE EXAMINER

WHAT DOES AN OFFER IN COMPROMISE EXAMINER DO? As an Offer in Compromise Examiner you will implement procedures to review all proposed rejections of offers in compromise prior to the rejection being communicated to the taxpayer. The purpose is to evaluate the case to determine that the correct decision was made. In addition to proposed rejections, the Independent Administrative Reviewer (IAR) will review all offers that will be returned to taxpayers for failure to provide requested financial information. If applying for a lead position, you will serve as a team leader and provide coaching and mentoring to a team of Offer-in-Compromise Examiners, as well as, perform work that is of the same kind and level as its subordinates. As an Offer in Compromise Examiner you will:
Review cases and identify the nature, scope and depths of issues involved. Plan investigations and determine work methods and approaches to resolve cases. Examine and decide whether an offer should be accepted or rejected and communicate determinations. Research and analyze information retrieved from automated and manual systems to verify financial information and to conduct investigations. Initiate adjustments on tax accounts to ensure proper assessments, filing status, or application of payment. Advise management of procedural, systemic, and processing problems and recommend solutions and corrective actions. As a Lead Offer in Compromise Examiner you will:
Prepare reports and maintains records of work accomplishments and personal administrative information. Represent the team in dealings with the supervisor or manager for the purpose of obtaining resources (e.g., computer hardware and software, use of overtime or compensatory time) and securing needed information. Report on work accomplishments, problems, progress, and individual and team training needs. Ensure that all team members are aware of and participate in short term and long term planning for achievement of team goals. Research, learn, and apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve team effectiveness, efficiency and work products. You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
demonstrating Knowledge of the Internal Revenue Code and references to precedent tax rulings and tax laws and administration; Standard accounting and financial analysis techniques to examine financial information and make determinations; Knowledge of transactions and command codes to research the taxpayer's financial circumstances; Knowledge of interest-based negotiation techniques to secure information and arrive at acceptable terms; Knowledge of available on-line systems, research materials, technology, and tools to resolve taxpayer inquiries. In addition, you should have investigative and analytical techniques and methods; and knowledge of oral and written communication techniques and skills to be able to interview taxpayers and prepare correspondence. OR You may substitute education for specialized experience as follows:
PH.D or equivalent doctoral degree in a related field of study such as business administration (finance, accounting, auditing, marketing and business law) law, economics, criminology, political science, government, social science, communications, psychology, public administration or other related field. OR 3 full academic years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study such as business administration (finance, accounting, auditing, marketing and business law) law, economics, criminology, political science, government, social science, communications, psychology, public administration or other related field. OR LL.M., if related OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.-The experience may have been gained in the public sector, private sector or Volunteer Service. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
