Duties for this position include but not limited to:
Direct the enforcement of federal and appropriate state criminal statues, and VA regulations originating in federal statues. Exercise direction and control over investigations into criminal activities so as to ensure the legally and technically correct handling of offenders. Investigates and analyzes any plans to identify and deficiencies in existing security related equipment and determines if equipment sufficiently meets need. Ensure the protection of civil rights of all individuals while on VA owned and controlled property. Demonstrate decision making capabilities that reflect understanding of complex and sometimes sensitive issues. Physical security functions requiring analysis and testing of a variety of established techniques and methods to evaluate alternatives. Serves as a member on various medical center committees. Oversee the protection of property of the U.S. Government and personal property on Medical Center grounds. Ensure plans meet required physical security guidelines. Oversee approved projects to ensure implementation of physical security measures and inspections are completed. Supervise the physical protection of patients, applicants, visitors, and employees. A variety of security and law enforcement duties involving advanced techniques and processes. Apply a detailed knowledge of criminal law, the judicial procedures of the U.S. District Court and local courts as well as Veterans Affairs policies and procedure relating to law enforcement. Operate and navigate multi-layered security systems in order to advise management on improvements or additions to existing systems or in the ordering of new security systems. Interpret existing and new policy issuance and by issuing guidance to provide a safe and secure environment. Exercise a great deal of personal judgment and discretion with broad latitude for the development interpretation and application and security guidelines to the installation in order to meet goals. Plan and advise facility service chiefs and/or higher management officials in all aspects of security and law enforcement. Supervise tests of installed Intrusion Detection Systems, Physical Access Control Systems (PACS), Panic Alarms, and Security Surveillance Television Systems to ensure proper operation and evaluate corrective/ preventative maintenance. Ensures the appropriate development of tracking systems, data bases and other programs to track and monitor program effectiveness; prepares or conducts briefings, presentations and correspondence to inform executive and department level leaders of physical security program status and recommended protective measures. Have a comprehensive understanding of applicable Federal, State, and Municipal laws as pertain to jurisdiction and status of the facility, the laws of evidence, the rules of criminal procedures, and precedent court decisions. The ability to plan and direct the development of the physical security plans and objectives, the ability to execute complex regulations, laws, VA Directives and Handbooks and to independently develop local directives, policies and instructions, knowledge of the security and law enforcement program and effectively display the ability to successfully manage program requirements, principles, and techniques. Physical Requirements:
The position is required to exert considerable and strenuous physical effort on a regular basis while performing the functions of the position. These functions are normally performed while the position conducts security surveys and inspections, which require crawling in unusually confined building areas. May be called upon to defend themselves and members of staff, patients or the public against physical attack and may be required to exercise deadly force if necessary. Requirements of the position include maintaining firearms qualifications, climbing flights of stairs, carrying heavy equipment/patients during emergencies, running, bending, stooping, physical restraint of aggressive persons, being subjected to assaults by persons evading arrest. Inspections and audits of security systems, constructions sites, and full searches require the performance of duties in a variety of inclement weather conditions walking, crawling in wooded or over-grown field conditions in all elements of seasonal weather. Work Environment:
The work is primarily performed in an office-like setting. However, there is the potential for dangerous situations to occur at VA installations to include physical assaults, assaults involving various hidden and open weapons, including firearms, knives, clubs, etc. Without knowledge of the medical history of persons, the position is responsible for physically interacting with aggressive persons. In addition, there can be exposure to moderate discomfort and unpleasantness during adverse weather conditions. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster.
