Senior Environmental Engineer (Registry)

ESSENTIAL JOB FUNCTIONS:
Works under the direction of an assigned manager to manage and provide technical support for programs and projects.
Assists with the development and implementation of department wide safety programs.
Evaluates field staff responsible for permits, enforcement of construction projects and industries.
Assists with the enhancement of the Hauled Waste Program and Industrial Permitting and Compliance Program.
Conducts and assists field investigations of storm water pollution, industrial discharges, and construction projects.
Directs and reviews the work of outside contractors.
Supervises staff associated with various environmental programs.
Monitors compliance programs to ensure programs and projects align and comply with applicable federal, state and local regulations.
Assists with the implementation of the Capacity, Management, Operation, and Maintenance (CMOM) program, wastewater treatment facility projects, maintenance projects, and capital improvement program projects.
Reviews sampling plans and interprets and analyzes field data and/or lab generated data.
Evaluates and analyzes field data, equipment, and industrial self-monitoring reports.
Conducts industrial compliance inspections and sampling to ensure compliance with local, state and federal regulations.
Writes and reviews pretreatment permits.
Possesses detailed knowledge of local, state, and federal regulations.
Performs engineering calculations and maintains related data in the appropriate engineering systems.
Prepares reports required by the Environmental Protection Agency (EPA) and the State of Tennessee.
Responds to inquiries and communicates on a regular basis with contractors, professionals, and the general public regarding environmental issues.
Researches and employs new developments in engineering techniques, methods, and materials in operation in areas such as sanitary sewer collection, storm water collection, and waste water treatment.
Drives to various locations to make onsite inspections within the service areas.
Prepares budget estimates, specifications, and monitors daily expenditures.
Assists with preparation and review of contracts, project specifications, equipment purchasing, capital improvement program (CIP) recommendations, budgeting and tracking state and federally funded project expenses.

TYPICAL PHYSICAL DEMANDS:
Must be able to communicate both orally and in writing with staff, management, general public, and regulatory agencies, read engineering documents and drawings, and use office equipment such as computers, calculators and telephones.
Requires the ability to operate an automobile.
Requires visual acuity to read pipeline schematics and inspect designated areas related to sewer and storm drainage systems.
Must be able to climb into manholes or other structures, traverse uneven ground, woods and weeded areas, flood lands, and construction sites.
Must be able to lift and carry objects such as engineering equipment weighing up to 25lbs and remove manhole covers weighing approximately 165lbs with assistance and pulling cables.
TYPICAL WORKING CONDITIONS:
Work is performed in an office setting and outdoors with exposure to changing weather conditions and temperatures.
May be exposed to traffic, insects, weeds, poisonous plants and sanitary wastewater.
Requires frequent use of an automobile to travel across the city to various work sites.
May occasionally require riding in a small boat and/or helicopter.
MINIMUM
Qualifications:
Bachelors' degree in Environmental Engineering, Civil Engineering or a closely related engineering degree and seven (7) years experience in civil or environmental engineering and at least four (4) of the seven (7) years in a supervisory/lead capacity; or any combination of experience and training which enables one to perform the essential job functions.
Must possess and maintain a Professional Engineer (PE) license to practice in the state of Tennessee or a state that has reciprocity with Tennessee as a condition of continued employment.
Must possess and maintain a valid driver's license as a condition of continued employment.
Must obtain a State of Tennessee Class II Wastewater Collection license within 24 months of employment in this position and maintain license as a condition of continued employment if assigned to Environmental Maintenance (CMOM program).
Must obtain KY/TN Pretreatment Level 1 and Level 2 certifications (or equivalent) within 24 months of employment in this position and maintain as a condition of continued employment if assigned to Industrial Monitoring Pretreatment Program.
The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from the date of employment.
Proof of residence will be required at the time of hire.

The check will bounce and the victim is left responsible.
