6 Full-time 9 hours ago Full Job Description Position Summary Manages personnel and program activities in the Environmental Section of the Land Bank.
Pay Grade 53 Salary Commensurate with Experience and Education Minimum Qualifications 100.

Four (4) years' experience in a managerial or supervisory capacity, including responsibilities in project management, property maintenance; and 2.
Bachelor's degree from an accredited college or university in environmental science, regional planning, land management, paralegal/law, or closely related field; or 3.
Five (5) years of progressively responsible experience in administrative fields within public agencies of which three (3) years' experience is in environmental analysis of real property; or an equivalent combination of related education, training and experience.

PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.
Duties and Responsibilities 1.
Oversees and coordinates all office procedures and daily activities in accordance with policies and procedures.
2.
Delegates the work activities of subordinate personnel and accounts for their results.
3.
Implements and executes all Tennessee Department of Environment and Conservation regulations, Health Department regulations, etc.

Implements, analyzes, and executes the refusal, acquisition, management, and disposal of potentially environmentally hazardous real property as needed.
5.
Pursues grant funds for environmental and Brownfields studies and cleanups.
6.
Conducts physical inspections of real property, analyze real property for environmentally hazardous conditions, and Coordinate with Land Bank Property Maintenance Section on property maintenance issues found upon inspection.
7.
Develops financial reports, cost analyses, and legal documents, including property descriptions, agreements, leases, sales contracts, deeds, easements, resolutions, etc.
, through analysis of engineering drawings, land surveys, property records deeds, wills, abstracts, and court records.
8.
Analyzes deeds, will, abstracts, court records and other instruments.
9.
Procures appraisals, surveys, title searches/commitments, and plats.
10.
Develops, implements, and maintains computer system and physical records to track all real property environmental issues.
11.
Verifies coordination, completeness, and timeliness of vendor's assignments.
12.
Performs other related duties as assigned.

Ability to assess real property for environmentally hazardous conditions.

Knowledge of federal, state, and local environmental laws and building codes.
3.
Knowledge of contracts, property law and legal terminology.
4.
Ability to interpret engineering drawings and survey notes.
5.
Ability to accurately analyze deeds, wills, abstracts, court records and other instruments to determine chain of title, land rights, and the ownership.
6.
Ability to conduct field interviews and inspections.
7.
Ability to appraise real property and review findings of independent Real Estate appraisers.
8.
Knowledge of modem management techniques and ability to apply them in managing others.
9.
Ability to keep records and prepare reports, proficient in the use of Microsoft Excel, Power Point, and Word software applications.
10.
Ability to plan, organize, and maintain an even flow of work.
11.
Ability to deal courteously with the public.
12.
Possess excellent written and oral communication skills.
13.
Ability to spell, punctuate, and use grammar correctly.
14.
Ability to exercise independent judgment and decision-making.
15.
Ability to perform accurate mathematical computations.
16.
Skill in navigating the internet to access various websites to retrieve information.
17.
Ability to check detailed information for errors.
Special Requirements 1.
Must possess a valid Tennessee driver license or secure one upon date of employment.
2.
Must meet County standards for automobile insurance upon date of employment.
